The Employment Development Department (EDD) is seeking a highly motivated team member to serve as an Analyst for the Policy Review and Improvement Unit, a key unit within the Policy and Legislative Group of the Disability Insurance (DI) Branch, Central Office Division.
Under the general direction of the Supervisor I, the Analyst will independently perform complex analytical work in support of the systematic review of policies, statutes, codes, and regulations that govern California’s State Disability Insurance (SDI) and Paid Family Leave (PFL) programs, and recommend improvements to ensure they are relevant, consistent, and effective. This role is critical in supporting efforts to ensure that program policies, laws, and regulations are compliant with existing laws and government directives, while also aligning with the department’s operational goals, internal governance standards, and evolving public needs. In this dynamic and high-impact role, the Analyst conducts policy review and improvement activities that are data-informed, legally sound, operationally relevant, forward-looking, effective, and equitable. The Analyst supports policy modernization efforts by identifying legislative gaps, redundancies, or inefficiencies, and independently prepares detailed legal and policy analyses to recommend improvements, including legislative or regulatory proposals, policy statements, and memoranda. As a policy resource, the incumbent provides analytical support and technical guidance to program areas, legal counsel, and leadership, and collaborates with stakeholders to support policy development and implementation.
The incumbent will serve as a liaison with internal program areas, legal office, CUIAB, legislative affair branch, and external partners, including other state departments and disability insurance program experts, to monitor legislative updates, regulatory trends, and industry best practices, ensuring the department remains proactive and responsive in its policy approach. The knowledge of California State Disability Insurance laws, programs and claim processing is desirable. This position is headquartered in the Central Office in Sacramento. This position allows for a hybrid telework schedule, which is subject to change, under EDD's telework policy. California Government Code Section 14200 requires employees to reside in California to telework. Employees are required to report to their headquarters office, for their in-office days. Travel expenses to and from the assigned headquarters/office are the responsibility of the employee.
