Position Summary
The Utility Locator / Construction Inspector is responsible for locating and marking underground utilities within the City of Bellefontaine right-of-way and for providing on-site inspection of public infrastructure construction projects. This position ensures that construction projects comply with city standards, specifications, and safety requirements while protecting underground utilities and public assets.
Essential Duties and Responsibilities
· Perform utility locating services, including marking and mapping underground utilities (water, sewer, stormwater, etc.) using appropriate equipment and software.
· Respond to Ohio Utility Protection Service (OUPS) tickets in a timely and accurate manner.
· Maintain records of utility locates, inspections, and related activities.
· Conduct field inspections of public works and private development construction projects including streets, sidewalks, water mains, sanitary sewers, storm sewers, and other infrastructure.
· Ensure contractor compliance with plans, specifications, city standards, and safety regulations.
· Document construction activities, materials, quantities, and progress through detailed reports, photographs, and daily logs.
· Communicate with contractors, utility companies, developers, residents, and other stakeholders in a professional and courteous manner.
· Assist with investigation of utility conflicts, damage claims, and service issues.
· Support City Engineer’s Office staff with project administration, mapping, recordkeeping, and other technical duties as assigned.
· Operate City vehicles, tools, and equipment safely and responsibly.
Minimum Qualifications
High school diploma or GED required; additional coursework or certification in construction inspection, utility locating, civil engineering technology, or related field preferred.
Two (2) years of experience in construction inspection, utility locating, public works, or related field preferred.
Knowledge of construction methods, materials, and standards related to streets, sewers, water systems, and stormwater facilities.
Ability to read and interpret engineering drawings, specifications, and utility maps.
Proficiency in using utility locating equipment, GPS/GIS systems, and Microsoft Office software.
Strong communication skills, both written and verbal.
Ability to work independently, prioritize multiple tasks, and maintain accurate records.
Possession of a valid Ohio driver’s license with an acceptable driving record.
